Italy's HNWI Flat-Tax Regime

Italy offers one of the world’s most distinctive tax regimes for new residents — a single flat annual payment covering all foreign-sourced income, regardless of amount.

Residency established Annual flat tax Applies to Duration
Before August 2024 €100,000/year All foreign income (any amount) Up to 15 years
August 2024 – December 2025 €200,000/year All foreign income (any amount) Up to 15 years
New 2026 residents €300,000/year All foreign income (any amount) Up to 15 years
Family members €50,000/year each All foreign income (any amount) Same as main applicant

Grandfathering: Existing participants are locked in at the rate applicable when they first opted in — for the full 15-year duration.

Important: The flat-tax regime only applies to investors who establish Italian tax residency (183+ days/year or primary residence in Italy). Always take independent tax advice.

Step-by-Step Application Process

Total timeline: approximately 3–6 months from Nulla Osta submission to receiving your residence card.

Step 1 - Nulla Osta (approx. 30 days)

Your application is submitted to Italy’s Investment Promotion Committee (Comitato Agevolazioni). The official Nulla Osta is issued in approximately 30 days — the fastest official EU government clearance of any program.

Step 2 - Investor visa at Italian consulate (30–60 days)

With the Nulla Osta, apply for an investor visa (Visto D Investitori) at the Italian consulate in your country. Processing: 30–60 days. The visa is valid for 2 years.

Step 3 - Enter Italy and apply for residence permit

Within 8 days of arriving in Italy, apply for your Permesso di Soggiorno at the Questura. Bring your passport, proof of accommodation, and proof of investment commitment.

Step 4 - Make the qualifying investment (within 3 months of arrival)

Complete the qualifying investment within 3 months of arriving in Italy and submit proof to the authorities. Also purchase or rent a residential property if not already done.

Step 5 - Receive residence permit

Initial permit issued for 2 years. Renewable every 3 years — indefinitely, as long as the investment is maintained. Full Schengen access from day one.

From Residency to Citizenship

The Italy Investor Visa opens a long-term pathway to Italian permanent residency and citizenship for those who choose to genuinely live in Italy.

STEP 1

Permanent Residency

Eligible after 5 years of continuous stay in Italy. Permanent residency grants an open-ended right to live and work in Italy without needing to renew your investor permit.

STEP 2

Italian Citizenship

Eligible after 10 years of fiscal residency in Italy, plus passing a B1 Italian language exam and a cultural integration test. Italian citizenship grants full rights across all 27 EU member states.

Important context: Both the PR and citizenship pathways require genuine physical presence in Italy — 5 and 10 years respectively.

Who Is the Italy Investor Visa For?

Italy is a strong fit if…

  • You want the fastest EU pre-approval on record (30 days)
  • You have very high foreign income — the €300K flat tax is highly advantageous
  • You plan to live or spend significant time in Italy
  • You are a US investor benefiting from the E2 treaty framework
  • You want EU Schengen access with no minimum stay requirement
  • You have no short-term citizenship ambition (10 years required)
  • You are interested in the startup route at the lowest entry point (€250K)

Italy may not be ideal if…

  • Your goal is EU citizenship without genuine relocation
  • You want to exit the investment at year 5 (Italy requires holding for full residency)
  • You are not planning to establish Italian tax residency (flat tax not applicable)
  • You have younger children expecting citizenship through this route

Italy Investor Visa FAQ

What does the 30-day Nulla Osta actually mean?

Italy’s Investment Promotion Committee reviews your application and issues an official Nulla Osta — a certificate of no impediment — within 30 days. This is the government’s formal clearance before you make any investment. No other EU investment residency program provides this official clearance this quickly.

New Italian tax residents from 2026 pay a flat €300,000 per year covering all foreign-sourced income — regardless of amount. Family members pay an additional €50,000/year each. Participants are grandfathered at their entry rate for up to 15 years. Only applies to those who genuinely establish Italian tax residency (183+ days/year or primary residence in Italy).

Yes, but it requires 10 years of fiscal residency plus a B1 Italian language exam and cultural integration test. For investors using this as a Schengen access tool without plans to relocate, Italian citizenship is not a realistic goal. If EU citizenship is your primary objective with minimal presence, Portugal’s Golden Visa (citizenship at year 5) is a more appropriate program.
